Securing the country, organizing elections, and revitalizing the economy: these are the three major challenges of the 2026-2027 budget framework letter signed by Prime Minister Alix Didier FILS-AIMÉ.
Unsurprisingly, security comes first. The Executive plans to strengthen the equipment and operational capabilities of the Haitian National Police (PNH) and the Armed Forces of Haiti (FAd’H), in order to secure roadways and combat organized crime. The Prime Minister’s office considers this improvement essential for economic recovery and free movement.
Second priority: elections. An envelope of $120 million US is planned to finance the electoral process. The Basket Fund, which currently holds approximately $48 million, is expected to reach nearly $90 million by the end of the 2025-2026 fiscal year.
On the economic front, the outlook is bleak: the government forecasts only a 0.2% growth rate for 2026-2027. GDP, valued at 658.3 billion gourdes before the crises, is now estimated at 544.1 billion. The Prime Minister calls on public officials to make budget choices that respond to the country’s emergencies, while creating the conditions for economic recovery.
