In Port-au-Prince, political, economic, and civil society actors are moving toward the adoption of a National Pact dedicated to stability and the electoral process, aimed at framing the transitional period opened after the expiration of the Presidential Transitional Council’s mandate set for February 7, 2026. The initiative seeks to structure interim governance and prepare credible elections.
The document would entrust executive power to a Council of Ministers led by Prime Minister Alix Didier Fils-Aimé, with priorities including restoring security and organizing an inclusive vote. It provides for coordinated strengthening of the Haitian National Police and the Armed Forces in support of the anti-gang force authorized by UN Security Council Resolution 2793 (2025).
The Pact would relaunch the National Commission for Disarmament, Dismantlement, and Reintegration and establish reintegration programs, victim reparations, and job creation initiatives. Institutionally, targeted constitutional adjustments could be submitted for popular ratification as early as the first round.
The modernization of the electoral process would fall to the Provisional Electoral Council, including improving voter registry reliability, integrating the diaspora, and rapidly publishing digital results. An advisory committee bringing together signatories would oversee implementation of the roadmap until elected and legitimate authorities are installed.
