The government published, on July 2 in Le Moniteur, a modified version of the electoral decree of June 2, incorporating several changes agreed upon between the Provisional Electoral Council (CEP), the Executive Branch, and political parties. The new text, limited to three articles, specifies only the amended provisions.
Among the main adjustments, the deadline granted to the CEP for transmitting its administrative and financial reports has been extended from 15 to 30 working days. Provisions providing for the automatic resignation of an electoral councilor after three unjustified absences have been removed, as has a clause concerning the Board of Directors’ inability to make certain decisions.
The decree also strengthens the verification procedures for political party membership lists and adjusts several candidacy requirements, including judicial attestations, asset declarations, and medical certificates. Finally, a new provision requires the registration of voters’ NINU (National Identification Number) on the polling list before voting, in order to enhance the traceability of electoral operations.
