Irregular Appointments: Prime Minister Conille Severely Reprimands Minister of Health

Prime Minister Garry Conille has severely reprimanded his Minister of Public Health, Georges Fils Brignol, for making appointments and promotions within the administration in violation of an official decision. While the head of government had frozen all recruitment processes in the civil service, Dr. Brignol ignored this directive, prompting the Prime Minister to respond. 

In a stern letter addressed on September 2 to his Minister of Health, Garry Conille reminded him that any action outside the legal framework exposes its perpetrators to administrative and criminal proceedings, citing articles 5.5 and 5.10 of the law on the prevention and repression of corruption. 

The head of government also emphasized the need for each member of the government to exercise caution and discipline in the performance of their duties, or face serious consequences. 

This warning is accompanied by additional measures taken in the Nippes region. The departmental delegate, Morel Espérance Bérard, requested that the government commissioner of Miragoâne, Jean Ernest Muscadin, along with the departmental director of the National Police of Nippes, Pierre Michelet Louis Jeune, block any installation of new departmental directors in the region. Bérard indicated that this decision was made to avoid tensions in Miragoâne following illegal appointments in the health and public works sectors. 

Garry Conille thus reaffirms his commitment to enforcing the rules within public administration, while warning officials against misconduct that could harm governmental cohesion. How long will he be able to hold on?
