International Travel: The I-Kat Form Becomes Mandatory Starting October 1

October 5, 2026

The Ministry of the Interior and Territorial Communities announces a new formality for Haitian or foreign travelers entering or leaving the territory. Effective October 1, 2026, the I-Kat form will be mandatory for both departures and arrivals.

According to a circular note dated September 22, the document will be accessible on the platforms of the airlines concerned, as well as on the websites of the Directorate of Immigration and Emigration and the MICT. Travelers must complete this process within 72 hours preceding their scheduled departure or arrival time.

The Directorate of Immigration and Emigration will be responsible for ensuring compliance with this new provision at entry and exit points of the country. The ministry asks travelers to make necessary arrangements to comply with this requirement prior to travel.

Through this measure, authorities intend to strengthen mechanisms related to managing migratory flows and the security environment. The MICT and the DIE count on the collaboration of travelers to ensure the effective implementation of this new procedure starting October 1.
