The Haitian State Hardens Its Tone And Considers A Methodical Reconquest Of Territory

During the 35th edition of the “Tuesdays of the Nation,” the Secretary of State for Public Security, Mario Andrésol, reaffirmed on Tuesday the government’s determination to regain control of national territory. He stated that the executive branch is resolved to “restore order, security, and the authority of the State throughout the entire territory.”

Speaking on behalf of the government led by Prime Minister Alix Didier Fils-Aimé, he recalled that public security constitutes an “absolute strategic priority.” According to him, the State is engaged in “a structured, lasting, and irreversible offensive against insecurity in all its forms.”

Within this framework, Mario Andrésol highlighted the signing, at the end of July 2025, of a strategic cooperation framework between the MJSP and UNDP. He specified that this agreement aims at the “strengthening of the sovereign capacity of the Haitian State,” not any delegation of its core responsibilities.

This mechanism is based on several pillars, including improved security governance, consolidation of the legal framework, and support for strategic planning. It also seeks to strengthen community resilience and intensify the fight against transnational crime, within a logic of inclusive and equitable security.

The stated objective is the gradual reconquest of territory and the establishment of a climate of lasting security, particularly in the West, Artibonite, and Central Plateau. The government reaffirmed that “security is neither negotiable nor optional,” describing it as a fundamental right of citizens and a sovereign duty of the State.
