
Prime Minister Alix Didier Fils-Aimé, accompanied by several members of the Presidential Council, took part on Monday, October 6, 2025 in the solemn opening ceremony of the 2025–2026 judicial year at the Court of Cassation, on the Champ de Mars. The event brought together the highest authorities of the judicial system, the diplomatic corps, and representatives of human rights organizations.
In his speech, the Head of Government—who is also the acting Minister of Justice and Public Security—praised “the work accomplished by the judicial authorities” and stressed the need to “strengthen the institutions that guarantee justice, security, and the rule of law.” He recalled that judicial reform must be grounded in principles of rigor, transparency, and independence.
The Prime Minister highlighted the construction of three new penitentiary centers with a total capacity of 15,000 inmates, which he described as “a major advance in the fight against insecurity and serious crime.” He added that this initiative also aims to improve detention conditions and make the prison system more humane.
Reviewing achievements from 2024–2025, Mr. Fils-Aimé underscored the creation of specialized judicial hubs, the opening of new courts in Ouanaminthe and Limbé, and the appointment of around fifty prosecutors. He also welcomed “the strengthening of civil registry offices across the country,” as a sign of a state closer to its citizens.
In conclusion, the Prime Minister called on stakeholders for “shared responsibility between the Government and the judiciary” to build a fairer and more effective justice system. “This opening of the judicial year,” he said, “must be understood as an invitation to national unity around justice—the pillar of stability, peace, and democratic renewal.”
