Laurent Saint-Cyr Inaugurated as Head of the Transitional Presidential Council

August 8, 2025

On August 7, 2025, Laurent Saint-Cyr officially assumed the role of Coordinator of the Transitional Presidential Council (TPC), becoming the fourth person to hold this position since the council’s inception. In his inaugural speech, he set a clear tone: “The time for grand speeches is over. It’s time to act. Too much blood has been shed, too much time has been lost.”

With a strong focus on security issues, Saint-Cyr placed the fight against armed gangs at the center of his agenda, hoping to restore a minimum level of stability. “The gangs will not have the last word,” he declared, paying tribute to the victims and the law enforcement officers who lost their lives in the line of duty.

Clear-eyed about the limits of the rotating presidency, Saint-Cyr nevertheless praised the efforts of his predecessors and called for a change in approach: “We must unite our forces to deliver the results the people are waiting for.”

Coming from the business world, like the current head of government, he sought to neutralize criticism about the private sector’s influence over the state apparatus: “I am here to serve all sectors without bias,” he assured, while acknowledging “the essential role of the private sector, from large corporations to the madan sara (female street vendors).”

He also condemned the harmful impact of misinformation and called for a more responsible media environment. Finally, he committed to fostering unity within the TPC during his term: “Either we restore order now, or we bury the transition.”
