The President of the Provisional Electoral Council (CEP), Jacques Desrosiers, affirmed that any person subject to sanctions by the United Nations Security Council will not be able to take part in the upcoming elections in Haiti. He specified that this provision is expressly stipulated by the electoral decree in force and is binding on the institution responsible for organizing the election.
According to Jacques Desrosiers, the CEP has no leeway on this matter, as it is required to apply the rules set by the electoral decree. Thus, a candidate subject to UN sanctions will not be able to have their candidacy validated during the registration process.
This position is partly in line with statements made last June by the United States Chargé d’Affaires in Haiti, Henry T. Wooster, who indicated that he did not wish to see individuals sanctioned by Washington appear among the candidates. The American diplomat nonetheless recalled that sanctions do not constitute a judicial conviction and that the decision to authorize or not a candidacy rests exclusively with the Haitian authorities and voters.
