Two Missing Documents Compromise Prosecutor Jean Ernest Muscadin’s Candidacy

November 2, 2026

The candidacy of Jean Ernest Muscadin for the presidency of Haiti was declared inadmissible this Thursday, October 29, 2026, by the West I Departmental Electoral Bureau (BED in French). The candidate, who intends to seek the supreme magistracy under the banner of the Fòs Chanjman Nasyonal (FCN) party, had presented himself in Port-au-Prince to submit his file.

According to information reported by RL News Haiti, two documents are missing from his file: his letter of resignation from his position as government commissioner of Miragoâne and his final tax declaration for the 2025-2026 fiscal year. These documents are required, according to the media, by article 155 of the electoral decree to validate a candidacy for the presidency.

For the time being, no information allows confirming whether Jean Ernest Muscadin will be able to regularize his file or whether he will contest the decision of the West I BED. The evolution of this case will depend on any steps he undertakes with the electoral authorities.
