Haitian Government Adopts Key Measures to Strengthen Security and Boost the Economy

During the Council of Ministers meeting on April 30, 2025, chaired by Fritz Alphonse Jean, the Haitian government approved the creation of the National Security Agency (ANS), replacing the National Intelligence Agency (ANI). This new entity, placed under the authority of the Prime Minister, is tasked with centralizing and processing strategic information related to national security and the protection of the fundamental interests of the Nation.

In response to the worsening security situation, a three-month state of emergency has been declared across the entire national territory. This measure aims to mobilize the state’s resources and institutional means to combat insecurity and address the agricultural and food crisis.

The Council also amended Article 4 of the decree dated February 12, 2025, concerning the National Commission for Dismantling, Disarmament, and Reintegration (CNDDR), increasing its number of members to nine to ensure its effective operation. This decision reflects the government’s commitment to strengthening disarmament and social reintegration efforts.

In the economic sector, two free zones have been authorized: the “LAFITO COMMERCIAL FREE ZONE” in Lafiteau and the “PC TERMINALS FREE ZONE” in Terrier-Rouge. These initiatives aim to create jobs and attract foreign investment in key regions of the country.

Appointments were made to enhance institutional performance, notably within the Ministry of Agriculture, Natural Resources and Rural Development, the Ministry of Youth, Sports and Civic Action, and the National Book Directorate. These changes are intended to improve governance and ensure the effective functioning of institutions.

The Council also authorized the entry of WAKA ÉNERGIE S.A. into the petroleum sector, thereby promoting free competition and diversifying economic actors in this strategic area. This decision reflects the government’s commitment to stimulating the national economy.

Finally, briefings were given on the country’s security situation, Haiti’s diplomatic missions, and the visit of the President of the Inter-American Development Bank (IDB). The Transitional Presidential Council and the Government reiterated their determination to restore security, promote job creation, and restore national dignity.
