Dissolution of the CNDDR: First Consequence of “Viv Ansanm” Terrorist Designation

On May 2, 2025, the Transitional Presidential Council (TPC) announced the dissolution of the National Commission for Disarmament, Dismantlement, and Reintegration (CNDDR), an institution plagued by accusations of bias and corruption. “It is essential to establish a new disarmament structure free from any suspicion,” stated the TPC, emphasizing the need for a complete overhaul.

This decision comes as the CNDDR had lost public credibility, particularly following the controversial reappointment of Jean Rebel Dorcénat, a figure accused of collusion with gangs. The National Network for the Defense of Human Rights (RNDDH) described him as a “shadow strategist” involved in the rise of armed groups.

According to the RNDDH, Dorcénat played a key role in forming the criminal coalitions G-9 and G-Pep, now merged into Viv Ansanm, a federation sanctioned by the United States. “He publicly advocated for gang leaders, legitimizing them in the media,” said the organization, highlighting his alleged ties to figures like Jimmy Chérizier, also known as Barbecue.

Even more troubling, Dorcénat is accused of facilitating the arming of gangs, with some weapons reportedly resold to public institutions, and of having real-time knowledge of multiple kidnappings. “His presence at the head of a disarmament commission was completely untenable,” declared the RNDDH in a letter addressed to four members of the TPC.

In response to the scandal, the TPC has pledged to create a new, integrity-based structure in consultation with civil society. “We will strengthen public security mechanisms through trustworthy institutions,” it affirmed, signaling a break from past compromises.
