70% of Cartridges Seized from Two Gangs Allegedly Came From PNH Stocks, According to UN

In a report transmitted to the Security Council on September 3, 2026, United Nations experts warn of the recurring presence of ammunition and weapons belonging to law enforcement in the arsenals of gangs in Haiti. They denounce persistent diversions within the stocks of the Haitian National Police (PNH), despite measures taken against certain officers involved.

The experts notably cite the seizure of 336 cartridges of 7.62 × 51 mm caliber from the Jamesley and Krache Dife gangs in 2026. According to their conclusions, 70% of these munitions came from diverted PNH stocks, which raises questions about the control and securing of the institution’s equipment.

The report mentions police officers arrested for corruption and trafficking in weapons or ammunition for the benefit of criminal groups, notably the one led by Chalè, leader of the Tokyo gang. According to the experts, some officers allegedly resell unused ammunition to gangs, self-defense groups, private security companies and individuals.

UN investigators also identified 5.56 × 45 mm caliber ammunition used by gangs and a self-defense group, whose characteristics correspond to those recently imported by the Armed Forces of Haiti (FAd’H). The chain of possession of these cartridges remains uncertain, however, even though the experts indicate that part of the ammunition acquired by the army was allegedly transferred to the PNH.
