The Professional Association of Magistrates (APM) has issued a strong protest against death threats targeting investigating judge Nesly Phélé, who serves at the Court of First Instance of Hinche. These threats emerged following a sensitive ruling referring former senator Wilo Joseph and former chief clerk Wilfrid Élie to criminal court on charges of forgery of public documents and abuse of office.
For the APM, these pressures constitute a direct attack on judicial independence and on the physical integrity of a magistrate carrying out his duties. They reflect a clear attempt to disrupt the normal functioning of the justice system by instilling fear within the judiciary.
The organization expressed its unconditional support for Judge Nesly Phélé and called on the competent authorities to act without delay to ensure his protection. It emphasized the need for concrete measures to prevent any escalation and to guarantee conditions conducive to the fair administration of justice.
Reaffirming its commitment to defending the independence of the judiciary, the APM stated that it remains determined to support judges confronted with such threats. The statement, dated April 28, 2026, in Port-au-Prince, was signed by Judge Marthel Jean Claude, president of the APM.
