
Meeting this Saturday in Port-au-Prince, more than one hundred political parties and civil society organizations formally endorsed the National Pact for Stability and the Holding of Elections. Presented as a collective commitment to governance and a return to constitutional order, the document brings together actors from diverse political backgrounds around a stated search for consensus during the transitional period.
The Pact defines the framework for the phase opening at the end of the mandate of the Transitional Presidential Council (TPC), set for February 7, 2026. It entrusts the leadership of the executive branch to the Council of Ministers, under the authority of Prime Minister Alix Didier Fils-Aimé, with priority objectives including the restoration of security and the organization of elections open to all.
The text provides for increased support to the Haitian National Police and the Armed Forces, in coordination with the international mission authorized by United Nations Security Council Resolution 2793 (2025). It also announces the reactivation of the National Commission for Disarmament, Dismantlement, and Reintegration.
On the institutional level, the Pact opens the way for targeted constitutional adjustments that could be submitted to popular consultation. The electoral process is to be modernized by the Provisional Electoral Council, including an update of the voter registry and a commitment to the rapid and transparent publication of results.
