About two weeks after his appointment as Prime Minister by the Transitional Presidential Council and shortly after spending a night in the hospital because of a worrying respiratory problem, Garry Conille can finally be proud of being back on his feet. His ministerial cabinet, formed after so much negotiation and haggling on the part of certain signatories of the April 3rd agreement, was published in Le Moniteur (Haiti’s official gazette) on June 11, 2024.
Made up of 14 ministers including four women, the government of Prime Minister Conille includes 18 ministries, four of which are merged.
Mr. Garry Conille himself is appointed Minister of the Interior and Territorial Communities.
The former president of the Port-au-Prince bar association, Attorney Carlos Hercule, is appointed Minister of Justice and Public Security.
Ms. Dominique Dupuy, current Ambassador of Haiti to UNESCO, is appointed Minister of Foreign Affairs and Religious Affairs, and Minister of Foreign Affairs.
Ketleen Florestal, who spent nearly 14 years at the International Monetary Fund, will now be responsible for the Ministry of Economy and Finance as well as the Ministry of Planning and External Cooperation.
The Ministry of Agriculture, Natural Resources and Rural Development are entrusted to the citizen Vernet Joseph. Engineer Raphael Hosty takes the reins of the Ministry of Public Works, Transport and Communications.
James Monazard will be responsible for the Ministries of Commerce and Industry as well as Tourism.
Moise Jean-Pierre is appointed Minister of the Environment. Augustin Antoine is appointed Minister of National Education and Professional Profession as well as Minister of Culture and Communication. Georges Wilbert Franck is appointed Minister of Social Affairs and Citizenship.
Georges Fils Brignol is appointed Minister of Public Health and Population.
Marie Francoise Suzan is appointed Minister of the Status of Women and Women’s Rights.
Niolah Lynn Sarah Devalis Octavius is appointed Minister of Youth, Sports and Civic Action.
Finally, Jean Marc Berthier was appointed Minister of Defense.
Barely out of the hospital, Mr. Conille had promised to provide the country with a representative government at the start of the current week while respecting the Agreement of April 3 known as the Political Agreement for a Peaceful Transition and Ordered. In fact, the decree confirming the appointment of the members of the said government was published in the official Haitian newspaper 48 hours later.
If the legal quota of 30% of women as well as the emergence of new figures are included, the number of young people who are part of this new government team is however questionable. With a population on its knees and suffering, the country wants a return to calm and dynamism in the streets. The government has 24 months to lift the insecurity challenge imposed by the gangs; 24 months for the return to constitutional order and to organize elections.
