Haiti on Maximum Security Alert After “Viv Ansanm” Threats

The Haitian National Police (HNP) has activated full mobilization following threats from Jimmy Chérizier, spokesperson for the armed coalition “Viv Ansanm.” On November 15, he announced that his men would “take over the streets” in response to police operations supported by foreign mercenaries in La Plaine and Mirebalais, where more than 20 armed individuals were killed and several weapons seized.

According to an internal memo (DGPNH/CAB/0376-C-25) signed on November 16 by Inspector General Berson Soljour, the police ordered mandatory presence for all officers. All leave, permissions, and absences were suspended immediately to boost intervention capacity.

Commanders of all units must conduct strict personnel checks and immediately call back absent officers. The aim is maximum operational coverage as the capital faces a direct threat.

Units must urgently transmit updated personnel lists to the Central Directorate of Administrative Police to avoid gaps in command and ensure full coordination.

HNP leadership warns that supervisors will be individually responsible for enforcing these orders, while “Viv Ansanm” urges school closures in several neighborhoods. By Sunday, many schools notified parents that in-person classes were suspended until Wednesday, November 19.
