After several days of work stoppage at the CODEVI Industrial Park, the Haitian National Police (HNP) intervened in Ouanaminthe on October 15 through its Departmental Unit for the Maintenance of Order, in coordination with the local brigade, to ensure the resumption of activities. The security operation aimed to stabilize the site and guarantee the restart of industrial operations.
This intervention came as workers were demanding, among other things, tax adjustments and improvements in access to social services, which had led to a suspension of the factory’s operations. The Haitian government has already taken measures, such as suspending a 10% payroll tax, to ease tensions.
The PNH emphasized that the deployed forces successfully restored activity “to normal” within the park and reassured the concerned economic actors. At the same time, the institution shared videos on its official channels to document the operation and demonstrate transparency.
This return to order comes amid urgent arbitration between the executive branch, park employers, and unions regarding the minimum wage and worker support. The decision to act through police intervention reflects the State’s determination to protect employment while ensuring social stability along the border.
