The Court of Appeal of Port-au-Prince ordered, on Monday, October 13, 2025, the reopening of the investigation into the assassination of former President Jovenel Moïse. This decision marks a major turning point in a case that has remained at the center of political and judicial tensions since July 2021.
Presided over by Judge Emmanuel Lacroix, the panel of magistrates annulled the indictment order issued in January 2024 by Judge Walther Wesser Voltaire. The Court ruled that a new investigation is necessary to ensure a full and impartial reassessment of the evidence in the case.
Judge Denis Cyprien has been appointed to lead this new phase of the inquiry. His mission is to resume all investigations, reexamine the charges, and hear again the main individuals named in the file.
The annulled order targeted more than fifty accused persons, including Martine Moïse, Claude Joseph, Léon Charles, Dimitri Hérard, and Joseph Félix Badio. These figures, already at the center of controversy, could be re-interviewed as part of the renewed proceedings.
The Court specified that those currently in detention will remain incarcerated until further notice. This judicial revival also renews public expectations for truth and accountability in the assassination of the former Head of State.
