The Council of the State University of Haiti (CUEH) has expressed reservations about the premature release of the draft constitutional revision by the Steering Committee of the National Conference. In a statement published on June 27, it emphasized that “the State University of Haiti, through the University Council, intends to make its position known” on what it considers a biased process.
The academic institution highlights that the founding agreement of April 3, 2024, and the decree of July 17, 2024, clearly define the steps required to establish a new Constitution. According to the Council, “the non-organization of the National Conference […] prevents the CUEH from concluding that the directives […] have been respected.”
The CUEH strongly criticizes the Steering Committee for assuming powers belonging to a constituent assembly by proposing a draft intended for a referendum consultation. “This body has abusively taken on the competencies of a sovereign constituent assembly,” deplores the Council.
The State University of Haiti also questions the logic of the approach itself, arguing that the constitutional project cannot precede the development of a new social project. In its view, such an inversion of the process weakens the transition and betrays the goals of institutional renewal.
However, the CUEH reaffirms its willingness to actively contribute to resolving the crisis while remaining faithful to constitutional principles. “It remains deeply attached to the legitimacy of the constituent power, without which any decision […] will remain fragile and subject to contestation.”
