Appointment of a Municipal Commission in Cap-Haïtien

After years of complaints against the administration of the commune of Cap-Haïtien, a new interim body has been appointed to run the municipality. A decree published in Le Moniteur, Haiti’s official gazette, established this new Municipal Commission tasked with administering the city until new elections are held.

Based on the report of the Minister of the Interior and Territorial Communities, the following individuals have been appointed to administer the commune of Cap-Haïtien:
– Angie BELL, President
– Patrick ALMONOR, Member
– Isaac Pierre Louis, Member

The new commission comes in the midst of mounting complaints about the level of unsanitary conditions in the city and the demographic explosion facing the “Christophian city,” fueled in part by the widespread insecurity plaguing certain departments of the country, including the West.

The decree formalizing the new mayors of Cap-Haïtien was published in Le Moniteur on Tuesday, August 26, 2025, under special issue no. 54-A.

A few days after the appointment, small evening demonstrations were organized.
