Fritz Alphonse Jean Addresses the Nation: One Year After the April 3rd Agreement, the Time Has Come for War Against the Gangs

The President of the Transitional Presidential Council (TPC), His Excellency Fritz Alphonse Jean, addressed the nation on Thursday, April 3, 2025, marking the first anniversary of the April 3, 2024, agreement. Accompanied by government officials and members of the multinational mission, he acknowledged the suffering of the Haitian people and the severity of the crisis. “The time has come to establish lasting peace in the country,” he declared, emphasizing the need for firm action against insecurity.

In response to the security emergency, the TPC has implemented several strategic measures. The Council President has ordered the government to identify BSAP agents who meet the necessary criteria to be integrated into the Armed Forces and the National Police. This initiative aims to intensify the fight against gangs, which control a large part of the country. He also urged citizens to actively participate in the battle to free the nation. In this regard, a new budget will be adopted, prioritizing the war against criminals.

However, despite these announcements, the TPC’s performance after one year in power is widely criticized. Attorney André Michel has described it as a “blatant failure,” highlighting its inability to restore security and adhere to the electoral timeline. Armed gangs continue to expand their grip on the capital and key infrastructure, forcing thousands of Haitians to flee their homes. The multinational support mission, led by Kenya and deployed since mid-2024, has struggled to curb the rising violence.

Corruption scandals within the National Credit Bank (BNC in French) and the embezzlement of intelligence funds have deepened public distrust in the country’s leaders. The ongoing instability threatens the organization of the scheduled elections, making it unlikely that power will be handed over to an elected government by February 2026.

Despite these challenges, Fritz Alphonse Jean remains committed to his promise of “returning the country to democratically elected authorities.” However, the situation on the ground remains explosive. With escalating violence, a fragile government, and delays in implementing reforms, Haiti is more than ever at a crossroads.
