
The Council-President, H.E. Dr. Frinel Joseph, has embarked on an official visit to Peru and Mexico to reinforce Haiti’s referendum process and support the organization of the upcoming general elections. According to a statement from the Presidential Communications Office, he will meet with representatives from Peru’s National Office of Electoral Processes (ONPE) and Mexico’s National Electoral Institute (INE) from March 10 to 14, 2025. The primary objective of this mission is to strengthen international cooperation in support of the ongoing constitutional reform and to mobilize greater backing for the electoral process.
Dr. Joseph is accompanied by a delegation that includes Jacques Desrosiers and Dr. Jaccéus Joseph, both Electoral Councilors, Joram Vixamar, a member of the Steering Committee for the National Conference and Constitutional Reform, and Reynold Guerrier, Director General of the National Identification Office (ONI). This team will engage with Peruvian and Mexican electoral authorities to discuss best practices for election management, particularly regarding voter identification and the administration of the referendum process.
The Presidency highlights that this tour in Latin America is supported by the Organization of American States (OAS) through its Department of Electoral Cooperation and Observation (DECO). It is also being conducted in collaboration with Haiti’s Permanent Mission to the OAS and the United Nations Development Programme (UNDP). “This mission is part of a broader effort to strengthen Haiti’s electoral institutions by drawing inspiration from successful experiences in the region,” the statement reads.
In addition to official meetings with Peruvian and Mexican electoral bodies, bilateral discussions will take place to solidify alliances and explore forms of technical assistance tailored to Haiti’s electoral needs. The Haitian delegation aims to secure concrete support to ensure a credible and transparent electoral framework.
