Canada Sanctions Three More Individuals for Their Role in Haiti’s Crisis

On March 21, 2025, the Canadian government announced new sanctions against three individuals accused of contributing to Haiti’s ongoing instability. Foreign Affairs Minister Mélanie Joly stated that these measures fall under the Special Economic Measures Regulations (Haiti) and are aimed at countering the worsening political and security crisis in the country.

The sanctioned individuals—Dimitri Hérard, Jeantel Joseph, and Jeff Larose—are now barred from entering Canada, and their assets within Canadian jurisdiction have been frozen. Additionally, Canadian citizens are prohibited from engaging in any financial transactions with them, further restricting their influence and resources.

Minister Joly reaffirmed Canada’s commitment to supporting the Haitian people and promoting stability in the country. She urged the international community to intensify efforts to sanction those responsible for fueling insecurity and obstructing the restoration of order.

Since November 2022, Canada has imposed sanctions on 34 Haitian nationals linked to corruption, violence, or support for armed groups. These measures are part of a broader strategy to pressure those responsible for Haiti’s ongoing turmoil and instability.
