On February 7, 2026, a date central to the constitutional order, Prime Minister Alix Didier Fils-Aimé solemnly addressed the Nation following the expiration of the mandate of the Transitional Presidential Council (TPC). He recalled that this day symbolizes republican continuity, popular sovereignty, and “the irreversible aspiration of the Haitian people to live free, in security, and in dignity.”
The head of government acknowledged the efforts and sacrifices made by members of the TPC in what he described as an extremely complex context. He nevertheless admitted that the transition remains unfinished, notably due to persistent insecurity and the inability to organize elections within the announced timeframe.
In response to this situation, Alix Didier Fils-Aimé affirmed that “the Republic will yield neither to discouragement nor to division.” He reiterated that the mission remains unchanged: restore security, organize free elections, and transfer power to legitimately elected leaders.
On the security front, the Prime Minister announced an intensification of state action against armed gangs, stating that they will be “relentlessly pursued.” The Haitian National Police (PNH) and the Armed Forces of Haiti (FAd’H in French) are called upon to act with rigor and coordination until full control of the territory is restored.
Aware of the social emergency, the head of government announced the immediate deployment of an emergency humanitarian plan for the most vulnerable populations. He stressed that security and dignity must advance together, without separation.
In a strong appeal for national unity and international solidarity, the Prime Minister invited the country’s vital forces and foreign partners to rally around the roadmap: “Security – Elections – Economic Recovery.”
In conclusion, he delivered an unambiguous message: “The time for unity has come. The State is reclaiming its place. Haiti will not perish.”
