United States Offers $1 Million Reward for Haitian Gang Leader Johnson “Izo” Andre

The U.S. Department of State announced this Wednesday a reward of up to $1 million for information leading to the arrest of Johnson “Izo” Andre, leader of the 5 Segond gang in Port-au-Prince.

Andre is directly involved in the kidnapping of a U.S. citizen on March 18, 2023. The victim, captured and held in Village de Dieu, was released nine days later only after a ransom was paid, along with the surrender of his vehicle and firearms.

Already under U.S. Treasury sanctions since December 2023 for human rights violations, the gang leader is also wanted by the Haitian National Police. He is accused of murders, rapes — with more than 1,000 documented cases of sexual violence in 2022 — and truck hijackings.
