
The Haitian National Police (HNP) has announced that it is actively searching for Officer Sévère Aly, accused of raping a 16-year-old girl in July 2025 within the premises of the Saint-Marc police station. According to an official statement released on November 2, the arrest request was jointly issued by the Saint-Marc Police Station and the Office of the Citizen Protector (OCP).
Considering the incident a “serious violation,” the High Command has referred the case to the Inspector General’s Office and ordered the immediate arrest of the officer, who is currently on the run. A wanted notice will be issued to facilitate his capture, while a special support protocol for victims of sexual assault has been activated by the institution.
In its statement, the HNP reiterated its zero-tolerance policy toward any ethical or legal misconduct within its ranks. “The Command assures the public of its full cooperation with the judiciary to establish responsibility and ensure that the law is applied,” the text reads.
The police institution stated that it intends to make this case an example of transparency and firmness. By pursuing one of its own officers, the HNP seeks to restore public trust and reaffirm that no one — not even in uniform — is above the law.
