Viv Ansanm: A Criminal Coalition Now Designated a “Terrorist Organization” by the United States

The criminal coalition “Viv Ansanm” has been officially recognized as a terrorist organization by the United States. On May 2, 2025, the Office of Foreign Assets Control (OFAC) added the group to its blacklist, classifying it as a transnational criminal organization active since 2023.

This decision results in the immediate freezing of the gang’s assets on U.S. soil and its exclusion from the financial system. Any individual or entity collaborating with Viv Ansanm now faces severe sanctions under the SDGT and FTO programs.

Operating under names such as G9, G-PEP, or Fòs Revolisyonè, the group controls entire neighborhoods of Port-au-Prince through members that include former police officers. Kidnappings, extortion, and sexual violence are among their tactics used to instill terror.

This designation comes amid Haiti’s ongoing crisis, as the United States and CARICOM work to stabilize the country. It remains to be seen whether local authorities will succeed in breaking the gang’s grip on the capital
