The Ministry of Foreign Affairs Sets New Passport Fees at Haitian Consulates

The Ministry of Foreign Affairs and Worship decided, by circular issued in October 2025, that Haiti’s diplomatic missions and consular posts “will strictly apply the amounts related to passport fees,” namely 125 USD for adults and 100 USD for minors. It also ordered that “all additional fees previously applied … are now prohibited.”

This measure aims to standardize the cost of consular services, regardless of where the applicant resides. At Haitian consulates in the United States, the fees already in effect confirm this schedule: 125 USD for adults and 100 USD for children, in line with the amounts prescribed in the circular.

However, the reality on the ground sometimes shows discrepancies, particularly in Europe, where Haitians report paying up to 210 euros for a passport. This disparity raises questions about the effective implementation of the guidelines issued by the Ministry.

By confirming that “all passport applications will be treated the same,” the statement seeks to reassure Haitians in the diaspora. It remains to be seen whether this directive will be followed in all consulates, failing which diplomatic or legal remedies could be considered.
