State University Seals Major Academic Partnership with Universidad Mayor de Cartagena

The State University of Haiti (UEH in French) has taken a new step in its international outreach policy with the signing of a framework agreement for academic cooperation with the Institución Universitaria Mayor de Cartagena (UMAYOR) in Colombia. This commitment, formalized on October 16, 2025, in Cartagena, marks a significant advancement in the Haitian institution’s regional development strategy.

Signed by Rector Dieuseul Prédélus on behalf of UEH, in the presence of his Colombian counterpart Juan Alberto Arraut Camargo, the agreement symbolizes an alliance between two Caribbean universities that share a desire to strengthen research, innovation, and academic mobility. The partnership reflects a South–South cooperation approach, driven by a shared vision of higher education that is both inclusive and rooted in regional realities.

Both institutions have agreed to promote student, faculty, and researcher exchanges, while developing joint projects across various scientific fields. The agreement also provides for the implementation of continuing education programs, seminars, and professional internships aimed at improving the skills and employability of students from both universities. Special attention will be given to language training, particularly promoting Spanish at UEH and French and Creole at UMAYOR.

To ensure proper implementation of the commitments, a technical coordination committee will be established to monitor the application of the agreement’s provisions, which has been concluded for an initial four-year renewable term. “This signing symbolizes the conviction that the university remains the privileged space where bridges between peoples are built,” declared Rector Prédélus, emphasizing the human and intellectual significance of this cooperation.

This new alliance is part of a broader UEH initiative aimed at strengthening its presence on the international stage. Additional partnerships are being prepared with several Canadian universities, demonstrating the rectorate’s determination to firmly embed Haitian higher education within global academic networks.
