The former Director General of the National Old-Age Insurance Office (ONA), Jemley Marc Jean-Baptiste, was arrested on Friday, February 7, 2025, by order of Investigating Judge Loubens Élysée. The decision was made following his hearing in an investigation into embezzlement of public assets and abuse of authority. His arrest follows a damning report from the Anti-Corruption Unit (ULCC), which uncovered serious irregularities during his administration.
Other senior officials of the institution are also implicated in the case. Frantz Lubin, the current financial director, and Edwidge Jean, portfolio director, have been questioned by the judiciary. The investigation is ongoing and may also involve other high-ranking officials, including former Deputy Director General of ONA, Stéphanie Mondestin. Authorities are working to determine the full extent of the alleged embezzlement and the responsibility of each individual in the controversial management of the institution.
This arrest marks a significant step in the fight against corruption within Haiti’s public institutions. Judicial authorities appear determined to pursue the case to its conclusion, shedding light on suspicious practices at the highest levels of a social protection agency. The outcome of the investigation will be crucial for ONA’s reputation and could lead to further arrests in the coming days.
