
The Ministry of Justice has removed Frantz Monclair from his position as Public Prosecutor at the Court of First Instance of Port-au-Prince. In a letter dated August 19, 2025, signed by Minister Patrick Pélissier, it was specified that he was placed on unpaid leave for serious administrative misconduct.
This departure comes less than 24 hours after the hearing and release of former senator Nenel Cassy by the capital’s prosecutor’s office—a decision that raises questions about the independence of judicial authorities in the face of political pressure.
To replace him, the Ministry of Justice and Public Security (MJSP) reassigned Guy Alexis, former Government Commissioner of Croix-des-Bouquets. He now takes over the Port-au-Prince prosecutor’s office, considered the most sensitive in the country.
This dismissal marks a new stage in the interim government’s management of judicial affairs.
