
In 2025, the migration issue worsened with a sustained wave of forced repatriations from the Dominican Republic. Between January and November, more than 242,655 Haitian nationals were expelled, according to data released by the Support Group for Returnees and Refugees (GARR).
These figures were presented on Tuesday, December 16, during a press conference held at GARR’s headquarters in Christ-Roi. The organization unveiled its annual report, describing a situation it considers deeply troubling for human rights.
In detail, the expulsions primarily involved men, numbering 160,305, as well as 59,965 women. The report also records 22,386 children caught up in these mass returns, including 10,263 girls and 12,123 boys.
GARR draws attention to the presence of particularly vulnerable groups among those expelled. It notably identified 982 pregnant women, 2,800 breastfeeding mothers—including 273 who had recently undergone cesarean sections—as well as 1,241 persons living with disabilities.
Another point deemed alarming is that 3,434 minors were intercepted and expelled without being accompanied by a parent or legal guardian. This practice, the organization считает, is “contrary to international child-protection standards” and illustrates, in its view, the severity of the current migration crisis.
