Massacre In Jean Denis: CARDH Calls For An Emergency Legal Framework

The Center for Analysis and Research in Human Rights (CARDH) released, on April 1, 2026, a damning report on the massacre perpetrated in the first communal section of Petite-Rivière de l’Artibonite.

On the night of March 28 to 29, the Grand Grif gang, supported by allies of the Viv Ansanm coalition, stormed several localities, including Jean Denis, Fond Benoit, and Megrielle.

The provisional toll shows at least 32 dead, 30 injured, and 10 people reported missing.

Faced with this tragedy, CARDH emphasizes that this violence is part of a global gang strategy aimed at weakening law enforcement, while the transition is underway between the MMAS and the Gang Repression Force.

The organization recommends the adoption of an exceptional legal framework, rapid intervention means for the National Police, and a proactive strategy to anticipate attacks.
