Mario Andrésol to Oversee Security Operations in the Capital and Artibonite

Haiti’s Minister of Justice and Public Security, Dr. Patrick Pélissier, has officially assigned Mario Andrésol, Secretary of State for Public Security, to oversee ongoing security operations in the metropolitan area of Port-au-Prince and the Artibonite region. The decision, outlined in a letter dated February 2, 2025, aligns with the security strategy approved by the Superior Council of the National Police (CSPN). Andrésol will be responsible for monitoring the measures in place and coordinating efforts with the Inspector General’s Office of the Haitian National Police (HNP). 

This delegation of authority follows a directive issued by Minister Pélissier on February 1 to the acting director general of the PNH, followed by an internal police memo dated February 2. To ensure better coordination, Andrésol will work closely with central and departmental directors as well as leaders of specialized police units. He is required to submit a weekly report to the CSPN detailing the security situation on the ground, challenges encountered, and necessary improvements to enhance operational effectiveness. 

Minister Pélissier emphasized the discipline and commitment this mission demands, stressing its importance in protecting the population and safeguarding property. The oversight of security operations will go beyond administrative control, involving continuous monitoring and evaluation to adjust strategies based on evolving threats. This approach aims to improve law enforcement responsiveness amid rising insecurity. 

This restructuring comes at a time of escalating violence in Haiti. Since the assassination of President Jovenel Moïse in 2021, armed gangs have significantly expanded their control, now holding an estimated 85% of Port-au-Prince, according to the United Nations. Kidnappings, deadly violence, and clashes between rival groups have terrorized the population and crippled the country. Despite the deployment of the Multinational Security Support (MSS) mission, gangs continue to challenge state authority, further straining government efforts to restore stability and protect citizens.
