Magalie Habitant and Victor Prophane Sent Before Criminal Court

December 17, 2025

Judge Benjamin Félicisme signed an order on December 9 in several sensitive cases, deciding to send Magalie Habitant, Victor Prophane and Elionor Devallon before the criminal court. The two police officers assigned to Devallon’s security are also targeted under the decision, which was forwarded the same day to the clerk’s office of the Port-au-Prince Prosecutor.

According to a reliable source, the case will be brought before a criminal court sitting without a jury, a procedure reserved for particularly serious matters. At the same time, the magistrate ordered the release of other people arrested during operations carried out by the DCPJ in connection with these investigations.

Among those benefiting from the decision are the driver of the former SNGRS director and relatives of the former deputy, including his sons and brothers. This distinction separates the main defendants from those arrested incidentally during police raids.

The principal defendants were arrested in January for their alleged links to armed groups active in several areas of the country. Their referral to the criminal court confirms the gravity of the charges and opens the way to a highly anticipated trial.
