
UN Secretary-General António Guterres has appointed Mexican diplomat Carlos G. Ruiz Massieu to lead the United Nations Integrated Office in Haiti (BINUH), at a time when the country is facing deep instability. This decision, made official on July 2, 2025, marks the end of the term of Ecuador’s María Isabel Salvador, who was praised for her dedication.
With over thirty years of experience in international diplomacy, Ruiz Massieu has distinguished himself in conflict management and peace processes. Until now, he headed the UN Verification Mission in Colombia, which monitors the implementation of the peace agreement with the FARC-EP and supports negotiations with other armed groups such as the ELN.
From 2013 to 2018, he served as chair of the UN Advisory Committee on Administrative and Budgetary Questions, while representing his country at the Security Council and ECOSOC. His expertise in international governance and institutional development makes him a respected figure within the UN.
Ruiz Massieu holds a law degree from Universidad Iberoamericana in Mexico and a master’s in Latin American politics from the University of Essex in the United Kingdom. He speaks several languages, including French, English, and Spanish. He has also held senior positions in the Mexican administration across various strategic ministries.
His appointment comes as the UN continues to play a central role in the search for a lasting political solution in Haiti. His field experience and ability for multilateral dialogue will be crucial in supporting the country’s transition and stabilization efforts.
