CARICOM’s Group of Eminent Persons (GPE) considers that several aspects of electoral preparations in Haiti remain concerning as the first round scheduled for December 13 approaches. Following a mission conducted from September 2 to 9, its members notably noted difficulties related to voter registration and new requirements imposed on candidates.
The actors consulted deem certain provisions of the amended electoral decree overly restrictive, particularly due to the number of documents required by the Provisional Electoral Council. The GPE also highlights that voter registration is progressing slowly, especially in areas where the State exercises limited control, and calls for strengthening awareness campaigns and multiplying registration centers.
The security situation also constitutes a major threat to the electoral calendar. The spread of violence and kidnappings, combined with difficulties encountered in deploying the Gang Suppression Force, risks compromising voter registration, campaigning, and free movement across the territory.
Despite these obstacles, the GPE affirms it observed a willingness among Haitian actors to achieve fair, credible, impartial, and inclusive elections. It asks international partners to accelerate their security commitments and believes that better coordination with Haitian forces will be decisive in creating the necessary conditions for the vote.
