
Since October 17, 2025, the commune of Montrouis has been under the control of the Canaan gang, led by Jeff Gwo Lwa. These armed men, who arrived by skiffs from the Cul-de-Sac plain, took position in the town without any direct confrontation.
Police authorities in Saint-Marc confirm the presence of around twenty members of the “Viv Ansanm” coalition, tasked with installing two new gang leaders to take charge of Montrouis. According to information gathered by investigators, their mission is to extend Canaan’s criminal influence all the way to Saint-Marc.
Residents of the commune, already shaken by the disappearance of Black and Ti Bab — former gang leaders from Délugé — now fear a tragedy similar to those that have occurred in other parts of the department. Fear and mistrust are spreading through every neighborhood, as the armed men increase patrols and control key roadways.
Witnesses report the setting up of barricades and suspicious visits to public buildings by these armed individuals. The local police station, which was already set on fire in September, is now being used as headquarters by the two newly appointed gang leaders.
In response to the paralysis and the exodus of families fleeing to Saint-Marc, local community leaders are calling for a swift intervention by law enforcement. “Order and peace must be restored without delay,” they demanded, fearing that Montrouis may only be the first stage of a broader offensive in the Artibonite region.
