A New Executive Board Elected At The Helm Of ANAMAH

February 6, 2026

Following elections held on February 3, the National Association of Haitian Magistrates (ANAMAH) has appointed a new elected leadership after a transitional period that followed Jean Wilner Morin’s departure to the Office of Citizen Protection. Carlo Julmice, a judge at the Court of Appeal of Cap-Haïtien, was elected president, while Maguy Florestal, a judge at the Court of Cassation, was elected vice president.

The vote was marked by strong participation, both online and in person, reflecting the high stakes for the judiciary. Carlo Julmice won with 149 votes, ahead of Guy Hyppolite, and Maguy Florestal secured a large majority for the vice presidency.

The new executive board also includes Robert Jourdain as secretary general, Jean Clivens as deputy secretary general, Rose Marthe Louis-Jeune and Josier Mozau as treasurers, along with several elected advisers. This team is tasked with defending the interests of magistrates amid the continued weakening of the judicial system.

In his first statements, the newly elected president placed his mandate under the banner of judicial independence, modernization of practices, and improved working conditions. For her part, Maguy Florestal affirmed her determination to work in a spirit of cohesion and rigor in service of the judiciary and Haitian justice.
